Special Issue on the IEEE MetroSea 2025 Workshop

The Journal will publish a Special Issue of papers presented at the MetroSea 2025 Workshop, held in Genova, Italy 8-10 October 2025. The IEEE OES is a Platinum Sponsor of MetroSea 2025, which will provide a venue for the presentation of a variety of measurement technologies, both traditional (but improved) and new, possibly integrated with new statistical and machine learning techniques, that work towards advancing research for sustainable ocean management. MetroSea 2025 focuses on climate change, extreme weather event monitoring, pollution, erosion and the monitoring of critical infrastructure, ships, wind farms, and other key facilities.

Topics of interests include:

  • Robot-based measurement systems
  • Satellite and aerial remote sensing
  • Underwater communication
  • Artificial Intelligence for ocean data processing, analysis and interpretation
  • New sensor and instrumentation developments
  • Novel modelling, software, and data processing techniques that support the interpretation and understanding of ocean measurements and observations

The special issue is only open to papers presented at the MetroSea 2025 Workshop. Authors must present their paper at the Workshop in order for it to be included in the Special Issue.

Paper Submission Instructions

All manuscripts must be submitted through the Journal's website:

https://controls.papercept.net/journals/joe.

Authors should include a cover letter when submitting their manuscript explicitly indicating that the contribution is intended for the "MetroSea2025" Special Issue. In their cover letter, authors must contextualize their contribution, referencing the list of topics above when appropriate. Authors are encouraged to develop their short symposium papers into significantly longer journal articles with the inclusion of additional novel results and by expanding them to be more comprehensive. No more than about 30% overlap is permitted between the journal article and the symposium paper. MetroSea 2025 authors planning to submit expanded symposium papers to the special issue are encouraged to limit the overall length of their MetroSea 2025 papers.

Contributions must include elements of scientific/technical novelty and a significant component of physical/mathematical analysis.

When submitting their papers, authors must also upload a copy of their MetroSea 2025 paper as a supplementary materials file and explain in their cover letter how the symposium paper has been extended. The MetroSea 2025 paper must be explicitly cited in the paper and appear in its bibliography.

Manuscripts submitted between these dates will be eligible for consideration for publication in the Special Issue.

This way, other researchers can build upon your work and your contributions will have higher impact in our community, increasing the value of your paper and potentially increasing citation rate. Upon acceptance by the Editor-in-Chief, individual papers will be posted on IEEE Xplore, thus becoming downloadable and citable prior to publication of the entire collection of MetroSea 2025 papers in a regular, quarterly issue of the Journal.

Special Issue target publication date in JOE: 15 October 2026.
