IEEE Journal of Oceanic Engineering Call for Papers
Special Issue on the IEEE MetroSea 2026 Workshop
MetroSea (“Metrology for the Sea”) constitutes a well-established international forum dedicated to the methodologies and technologies of ocean observation and measurement. The Journal will publish a Special Issue of papers presented at the MetroSea2026 Workshop in Šibenik, Croatia 5–7 October, 2026. The IEEE OES is a Platinum Sponsor of the Workshop.
The SI will solicit high-quality contributions addressing:
- advanced ocean sensing and measurement methodologies,
- multi-platform and multi-sensor data integration,
- the application of statistical inference and machine learning techniques, and
- enabling technologies for sustainable ocean monitoring and management.
Application domains of interest include, but are not limited to:
- climate change observation and attribution,
- extreme event detection and monitoring,
- marine pollution quantification,
- coastal dynamics and erosion processes,
- surveillance and monitoring of critical maritime infrastructures (e.g., vessels, offshore energy systems).
Please note that only papers that fit the scope of the JOE will be considered for review. Please check the topics covered by the Editorial Board (https://ieeeoes.org/publication/ieee-joe/) to see what is appropriate. If in doubt, please consult with the JOE Editor-in-Chief (joe-editor@ieeeoes.org) before submitting your manuscript.
The special issue is only open to papers presented at the MetroSea2026 Workshop.

Paper Submission Instructions
All manuscripts must be submitted through the Journal's website:
https://controls.papercept.net/journals/joe.
Authors should include a cover letter when submitting their manuscript explicitly indicating that the contribution is intended for the "MetroSea2026" Special Issue. In their cover letter, authors must contextualize their contribution, referencing the list of topics above when appropriate. Authors are encouraged to develop their short Workshop papers into significantly longer journal articles with the inclusion of additional novel results and by expanding them to be more comprehensive. No more than about 30% overlap is permitted between the journal article and the Workshop paper. Authors planning to submit expanded Workshop papers to the special issue are encouraged to limit the overall length of their MetroSea2026 Workshop papers.
When submitting their Journal papers, authors must also upload a copy of their MetroSea2026 Workshop paper as a supplementary materials file and explain in their cover letter how the Workshop paper has been extended. The MetroSea2026 Workshop paper must be explicitly cited in the paper and appear in its bibliography.
Important Dates
10 October 2026 - Manuscript submissions open
31 January 2027 - Manuscript submissions close
Manuscripts submitted between these dates will be eligible for consideration for publication in the Special Issue.
The Journal encourages authors to support JOE efforts to publish reproducible results through sharing of code and data. This way, other researchers can build upon your work and your contributions will have higher impact in our community, increasing the value of your paper and potentially increasing citation rate. For additional information, please see the editorial at
https://ieeexplore.ieee.org/document/8410389.
Upon acceptance by the Editor-in-Chief, individual papers will be posted on IEEE Xplore, thus becoming downloadable and citable prior to publication of the entire collection of MetroSea 2026 papers in a regular, quarterly issue of the Journal.
The target date for publication in JOE: January 2028.
